Group Strategic Marketing &
Communications is responsible for building, protecting, and enhancing the DBS brand in an increasingly commoditised banking industry. Working closely with all units within the DBS Group, we create and execute integrated strategies that focus on communications especially digital communications, marketing and research to differentiate - and elevate - our brand from the rest of the competition.
Job Purpose:
With an increased funding commitment from the Bank, DBS Foundation is embarking on a new direction that includes a significant expansion in the scope and scale of DBS Foundation initiatives. DBS Foundation will be focussed on supporting the underprivileged - through fostering financial inclusion and providing support on daily needs to this segment across all our core markets. And continues to champion businesses for impact that are creating innovative solutions to solve challenges related to these key areas.
This expansion requires the establishment of a robust impact measurement framework, that helps articulate and measure achievement of outcomes and indicators of success. We are seeking a highly skilled Impact Measurement Specialist to join the DBS Foundation to focus on the following:

  • Develop and implement a comprehensive impact measurement framework for DBS Foundation's new direction and focus areas.
  • Work closely with Head of DBS Foundation to ensure alignment of impact measurement outcomes with the DBSF Board / DBS senior management and key stakeholders.
  • Lead the design and execution of methodologies to measure the effectiveness and efficiency of programs supporting DBS Foundation's focus areas.
  • Collaborate with internal teams, external stakeholders, and grant recipients / partners to gather data and insights necessary for robust impact assessment.


Responsibilities:

  • Develop and refine theories of change and logic models for DBS Foundation's programs, articulating the intended outcomes, pathways of change, and indicators of success.
  • Design, and work with partners as needed, to implement rigorous data collection methodologies, including surveys, interviews, focus groups, and field observations, to capture both quantitative and qualitative data on program impact.
  • Establish robust data management systems and processes to ensure the quality, integrity, and security of impact data throughout the data lifecycle.
  • Conduct data analysis to assess the causal linkages between program interventions and desired outcomes.
  • Generate evidence-based insights and recommendations to optimize program design, resource allocation, and strategic decision-making, leveraging impact data and findings.
  • Develop compelling impact reports, dashboards, and presentations to communicate key findings, trends, and lessons learned to internal and external
  • stakeholders, including senior management, board members, donors, and grant recipients.
  • Lead capacity-building initiatives to enhance the impact measurement capabilities of DBS Foundation staff, partners, and grantees through training, workshops, and knowledge sharing sessions.
  • Foster a culture of learning and continuous improvement within DBS Foundation by facilitating regular reflection, evaluation, and adaptation based on impact measurement findings and feedback.
  • *Collaborate with external experts, research partners, and industry networks to stay at the forefront of impact measurement innovation and contribute to thought leadership in the field.
  • Ensure compliance with relevant ethical guidelines, data privacy regulations, and reporting requirements in all aspects of impact measurement activities.
  • Keep abreast with emerging trends and best practice in the areas of impact measurement and the broad focus areas of DBS Foundation
  • Help in preparation of required reports and updates for DBSF Board / sub-committee / DBS senior management.
  • Leverage best practice and expertise from within and outside the Bank to drive the DBS Foundation agenda and make it stronger.


Requirements:

  • Bachelor's degree in a relevant field such as economics, social sciences, statistics, or a related discipline. Advanced degree preferred.
  • Minimum of 5 years of experience in impact measurement, monitoring and evaluation, or related fields, with a proven track record of developing and implementing impact measurement frameworks.
  • Deep understanding of social impact measurement methodologies, tools, and best practices, with expertise in both quantitative and qualitative analysis.
  • Excellent analytical, problem-solving, and decision-making skills, with the ability to balance competing priorities and manage complex projects.
  • Excellent communication and interpersonal skills, with the ability to effectively engage and collaborate with diverse stakeholders.
  • Strong project management skills, including the ability to manage multiple projects simultaneously and meet tight deadlines.
  • Strong understanding of regulatory compliance, risk management, and best practices in governance and ethics.
  • Must be able to work independently in a lean team
